Local Control Accountability Plan (LCAP)

What is the LCAP?

The Local Control and Accountability Plan (LCAP) is a state-mandated three-year plan that is updated annually, as part of the Local Control Funding Formula (LCFF) and accountability measures outlined in new state and Federal legislation, including the Every Student Succeeds Act (ESSA). 

The LCAP requires school districts and charter schools to identify activities related to increasing student achievement. The LCAP addresses the needs of all students, including specific student groups. All districts must specifically address English learners, foster youth and low-income students. In addition, the LCAP must address the state of California’s eight priority areas that include academic achievement, school climate, student access to a broad curriculum and parent engagement. School districts do have some latitude to identify priorities. The LCAP Goals for both HUSD and Healdsburg Charter School are:

Goal 1 RIGOR: All students progress in their ability to communicate, collaborate and think critically while addressing the traditional predictors of success

Goal 2 RELEVANCE: Learning and instruction are active, student-centered, based in inquiry and connected to the world outside of school.

Goal 3 RELATIONSHIPS: All students, including SWDs, ELL, foster, homeless, and families are well supported, their voice is valued and our learning environments foster equity, empathy and engagement through listening, trust and respect.

Each year, the LCAP is reviewed with stakeholders, including parents, to discuss and determine how, where and why student achievement is increasing, and to plan for the following year. 

The LCAP provides a great opportunity for parents to engage in the decision-making process that impacts children and schools. Please be sure to complete the annual LCAP survey and communicate with school administrators and elected board members to provide your input. Each school has a Governing Council and an English Language Advisory Council (ELAC). These councils are always looking for parent participation and are the main vehicles for parents to provide input.
